HR Excellence in Research logo is one of the initiatives of the European Commission under the Human Resources Strategy for Researchers. It is a prestigious distinction aimed at increasing the attractiveness of working conditions and career development for researchers in the EU. It is awarded to institutions that provide the best working conditions for researchers and conduct recruitment processes in a transparent manner, in line with the guidelines of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers


The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (hereinafter: the Charter and the Code) are among the most important documents of European policy aimed at increasing the attractiveness of working conditions and career development for researchers in Europe. These documents were issued in 2005 as a recommendation of the European Commission addressed to researchers, employers and research funders operating in both the public and private sectors.

  • European Charter for Researchers describes the rights and obligations that apply to both researchers and the institutions employing them, as well as organizations providing funding for scientific research.
  • Code of Conduct for the Recruitment of Researchers describes the rules for recruiting researchers that employing institutions should follow, ensuring equal treatment of researchers across Europe.
  • OTM-R stands for Open, Transparent and Merit-based Recruitment of researchers. OTM-R is one of the key aspects ensuring the accessibility and openness of the labour market for researchers in the European Union.


Implementation of the HR Excellence in Research Strategy at the National Research Institute of Oncology (NIO-PIB) in Warsaw

The Maria Skłodowska-Curie National Research Institute of Oncology in Warsaw, by decision of the Director, Prof. Jan Walewski, in July 2022 expressed support for the implementation of the principles of the Charter and the Code, in line with the aspirations and mission of the Institute, which seeks to provide employees with the best possible working conditions, supports the development of excellent research and innovation, and promotes increased internationalisation. Thus, the Institute commenced the process of obtaining the HR Excellence logo.

Another meeting of the Implementation Team is held, featuring a discussion on how to conduct and what questions to include in the HR Excellence in Research Survey aimed at gathering opinions on working conditions at NIO-PIB in Warsaw.

A survey is conducted on whether and to what extent the principles contained in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers are implemented at NIO-PIB in Warsaw.

Meeting of the Implementation Team to discuss the survey results, indicating the strengths and weaknesses of the Institute identified by the research community. Information for the website on the implementation of the HR Excellence in Research Strategy at NIO-PIB in Warsaw is prepared.

Fourteen meetings of the Implementation Team are held, during which proposals for the action plan and indication of competent units responsible for their implementation are discussed. During this period, bilingual versions of the application documents are prepared.

8 August 2023

The final version of the application documents is approved by the Director of NIO-PIB.

9 August 2023

The application documents are sent to the European Commission.

On establishing the Steering Committee for the Implementation of the HR Excellence in Research Strategy at the Maria Skłodowska-Curie National Research Institute of Oncology – National Research Institute in Warsaw (Ordinance No. 15/2024), whose tasks include monitoring the schedule and effective risk management in the process of implementing the HR Excellence in Research Strategy at NIO-PIB in Warsaw.

A document entitled “HR Excellence in Research – a certificate that confirms facts” is published. The document describes NIO-PIB in Warsaw as a place where employees’ rights are respected, professional development is prioritised, equality is supported and transparent rules are applied in the recruitment of researchers.

July 2024 – September 2025

From July 2024 to September 2025, 10 meetings of the Team are held. During this period, many key HR actions are implemented, in particular:

  • an Ordinance on the implementation of research projects is published,
  • regular meetings for research staff are introduced,
  • the Code of Ethics for Researchers at NIO-PIB is developed,
  • a new Institute website is created, featuring information on publications, awarded projects and the Institute’s most important achievements,
  • researchers receive access to the following systems: TEAMS, LEX.

October 2025

A survey was conducted to collect data necessary for the periodic evaluation of the HRS4R Team’s activities, as well as for the continued improvement of procedures, working conditions, professional development of employees, and the quality of scientific research carried out.
